The Muhtasib according to the Zaydiyyah

Who is the Muḥtasib according to the Zaydiyyah?
What is the role of the Muḥtasib in the Imamate, and can the Muḥtasib first act as a supporter of religion and then as an Imam?

The role of the Muḥtasib is to organize the affairs of the community (ummah) with powers less than those of the Imam, as detailed by Imam al-Manṣūr bi’llāh ʿAbd Allāh ibn Ḥamzah and other Imams.
He is not required to possess the same qualities as the Imam, including the Imamate itself. Rather, he must have knowledge, piety, and justice, through which he administers the affairs of the people.
He serves in times when there is no active or established Imam (Imam dāʿī). When the call of a just Imam appears, it becomes obligatory upon him to yield authority to that Imam.
